Students entering Germany must take into account the Corona Virus Entry Ordinance (CoronaEinreiseV), which has been standardized nationwide since May 13, 2021.
After a stay in a foreign risk area, high incidence area or virus variant area, special testing and detection obligations and a quarantine obligation must be observed.
Before you enter, you must complete a digital entry declaration if you have stayed in a risk area within the ten days prior to entry. On the homepage www.einreiseanmeldung.de you provide the information about your stays during the last ten days. After providing all the necessary information, you will receive a PDF file as confirmation for your carrier (flight, train or bus). Risk areas are divided into 3 types:
1. high-risk area: including when the incidence level in a country has been higher than 50 new infections per 100,000 population within the past seven days.
2. high incidence areas: Areas with an incidence several times higher than that of Germany, but usually at least 200. Occasionally, regions that fall below this value are also referred to as high-incidence areas due to a high risk of infection and other factors.
3. virus variant areas: Areas where particularly infectious mutations of coronavirus are prevalent.
4. risk-free areas: This includes areas that do not fall under type 1-3.

Persons entering Germany with a previous stay in a risk area, high incidence area or virus variant area within the last 10 days have the obligation,
During this quarantine, it is not allowed to leave the house or apartment or to receive visitors.
Shortening of quarantine for vaccinated and recovered or tested negative.
For entries from risk areas and high-incidence areas, the quarantine obligation applies until proof of complete vaccination, recovery from an infection or a negative test result is transmitted via the entry portal of the Federal Republic (https://www.einreiseanmeldung.de).
For entries from high incidence areas, a "free test" from quarantine may be terminated by a negative test conducted no earlier than five days after entry.
For entries from virus variant areas there is no possibility to shorten the quarantine period. It is always 14 days.
If it is not possible to cancel the quarantine period upon entry, you must arrange for external quarantine accommodation outside the student residences!
The quarantine period can NOT be spent in the dormitory!
What does it mean?
1. direct move-in to your rented room/apartment without quarantine is possible if:
a) you come from a risk-free area
b) you come from a risk area and are vaccinated, recovered or tested negative (proof of entry registration is necessary!)
2. you can only move-in after a quarantine period OUTSIDE the residence halls if:
a) you come from a virus variant area (quarantine period 14 days without possibility of shortening).
b) you come from a high incidence area (quarantine time 10 days with the possibility of free testing after 5 days).
In these two cases we need a proof of your quarantine accommodation.
Please clarify the exact date of moving into your residence directly with the respective case worker.
Then you must observe the above quarantine rules on your own responsibility. Sending the confirmation of entry registration to the Studentenwerk Potsdam is only necessary for shared flats.
Please inform other flatmates within your flat-sharing community, if you live in a flat-sharing community.
With the sending of a rental offer you will receive further current information or a questionnaire for entrants. Please send the necessary documents (questionnaire and confirmation of entry application) to your responsible case worker.

The earlier we receive your application, along with your admission/study certificate, the better are your chances of finding a place. If you are flexible in the choice of housing and living arrangements, your chances will increase.
Please understand that we cannot provide any concrete information here and please refrain from making enquiries.
If you are not eligible, you will only have a chance of a temporary rental agreement if there is free capacity. As a rule of thumb, this is more likely to be the case in the summer semester, as the demand for a place in one of our dormitories is very high during the winter semester.
After we have received your admission/study certificate, you will receive an offer according to the order of your application, provided that places in a dormitory become available.
For Potsdam the process of allocation begins in August, for Brandenburg an der Havel and Wildau in July.
Generally, your application is only valid during the semester, you have signed in for. If you want to pursue your application in the following semester/semesters, you have to apply again every semester.

Yes, please send us an e-mail with your applicant number if you are no longer in need! This will enable us to assign the accommodation to other students as quickly as possible. Cancellation is no longer possible if you have already signed the rental agreement.
The deposit is currently 300 Euro and does not bear interest during the rental period.
You sign the rental agreement at the office of your person responsible at the headquarters of the Studentenwerk. You receive information on the date and procedure by email. It is not possible to send the rental agreement by post or email.
There are no additional charges on operational costs!
Not included: Internet use (separate registration at the university necessary) and TV license fee
Room handover: Monday to Friday, from 7.00 to 15.30.
If the rental agreement starts on a Saturday, Sunday or a public holiday, the room cannot be handed over until the next working day. As a rule, it is not possible to move in early, as the rooms are rented out until the last day of the previous month.
Every tenant is obliged to provide a direct debit mandate. The monthly rent is due on the first day of the month. The Studentenwerk must receive the payment on the third day of the month at the latest.
Yes, a short-term rental with a duration of at least one month and less than one semester (6 months) is possible. A monthly charge of 30 euros applies for all short-term leases.
You may only sublet your room with the approval of the Studentenwerk Potsdam:

Subletting must be applied for in writing (informally) and is limited to a maximum of two semesters.
Only subtenants who meet the requirements of the Studentenwerk Potsdam's procurement directive will be accepted.

Subletting is only possible if you temporarily live somewhere else during your studies (e.g. semester abroad, compulsory internship) and for a remaining period of time until the end of the contract (when the contract is terminated). Illegal subletting and subletting with the intention of making a profit (rent surcharge) always lead to termination of the tenancy.
Due to high demand, the chances of moving to another hall of residence during the semester are quite low. It is not possible to move at the start of a new semester. For moving requests, please use online relocation application form.
No. The rental agreement and the enrolment do not depend on each other. Provisions on the duration of the contract or the possibility of termination are stated in the rental agreement or in the general terms and conditions of rental.
Please inform the Studentenwerk immediately in writing when you are no longer eligible to student housing.
The Studentenwerk must always receive notice of termination in writing, including the tenant's signature.
The Studentenwerk balances the accounts with regard to the deposit 6 months after the end of the rental relationship at the latest. A positive balance of the deposit account will be transferred to the account specified by the tenant.
Please make an appointment with the caretaker of your residence. The preliminary inspection should take place approx. 14 days before the end of the rental agreement. The room must be handed over at the latest by 10 am on the last working day before the end of the rental agreement in an orderly, tidy and re-rentable condition.
The apartment comprises the living and sleeping area as well as an integrated kitchenette and a bathroom for sole use. The bathroom is equipped with a shower and the kitchenette with refrigerator and cooking facilities (see sample floor plan).
The apartments in the student residence are furnished with bed, mattress, (writing) table, chair, closet, mobile container and shelf.
The apartment size varies from 1-room apartments to 2.5-room apartments.
Please file a report to the Studentenwerk or the caretaker immediately stating the reason. You must bear additional costs for the replacements or for cylinder changes.
During office hours you can consult the caretaker for door openings. Outside office hours, please call the emergency key service. You will find the contact on the notice board.
For spare keys a written request must always be sent to the person responsible under indication of the reason. Only if there is an important reason (e.g. in cases of child care, disabilities or need for long-term care after a disease) a second key can be made available.
Yes. Visitors can stay with you for free for up to 14 days within a period of six months (all visiting days are counted together).
In case of an extended visit, your visitor can live in your room for an additional monthly fee of 60 Euros after inspection and approval, provided that your visitor is enrolled as a student as well. For non-students this fee is 90 Euros.
No. You are not allowed to remove or relocate furniture from the Studentenwerk inside or outside the residence halls.
For reasons of hygiene and the protection of animals it is not allowed to keep pets in residence halls. Exceptions are made for small animals such as birds, hamsters, ornamental fish etc., which have to be kept appropriately.
You are not allowed to connect washing machines, dryers, dishwashers, heating and cooling appliances yourself. You will find washing machines and tumble dryers in the cellar of your hall of residence – they can be used for a fee.
An internet connection can only be provided by the respective university service provider (e.g. ZIM of the University of Potsdam) in a separate contract based on the existing LAN connections. Also it is not possible to feed-in other services (e.g., cable TV etc.) due to the limited capacities.
Smoking is prohibited in all staircases, hallways, common rooms and shared kitchens as well as in the sanitary facilities. The respective tenant will be charged for damages caused by smoking within the room / apartment.
