The 10 most frequently asked questions

You can and should apply as soon as possible if you intend to study in Potsdam, Brandenburg an der Havel or Wildau - even if you have not been admitted yet. Cancellation is possible until the conclusion of the contract.

You will receive an offer via email as soon as you have sent us your certificate of enrolment, there is a free room and your application is the next to be processed. The date of receipt of your application (see candidate number) is crucial for the order of the assignment. You can find additional information in the offer.

In most cases, the regular assignments for the winter semester begins in August. Requests on chances or dates of receiving an offer (also via Facebook) cannot be answered! Please be patient!

Generally this is not possible, as most of the time the rooms are (still) rented out. Please read the information on our website or just have a look at one of the relevant building complexes.

Maybe the other residents can give you a tour of the house. Our caretakers and our resident tutors will be happy to help you with any further questions on the halls of residence.

We cannot make a specific statement on the chances! The chances of receiving an accommodation or an apartment get better, the earlier the application was filed (provided your studies were confirmed by a certificate).

However, they decrease, the more restrictions are made concerning the halls of residence and the housing options.

The rooms and apartments are simply furnished with a bed, a mattress, a mattress cover, a table (desk), a chair and/or a shelf. Part of every housing option is a furnished kitchen and sanitary facilities. You also have an internet connection (a separate contract with the university is required!), TV-connection as well as a landline connection (separate agreement with a telephone provider is necessary).

Almost everywhere there are: washing machines and dryers, bicycle rooms, parking spaces, sometimes gyms and party rooms, sports grounds. 

Not included are e.g. bedding, curtains, dishes, cutlery, microwaves, TV devices etc.

The kitchen, the bathroom and possibly the corridor are always included in the calculation of the living space; in case of shared kitchens or bathrooms, these are included on a pro rata basis accordingly. Therefore it is possible that the actual living space of the room is smaller.

The size of the rooms vary a lot. You can get more information by looking at the example floor plans on our website. You can find these under each of the residences under “housing options”. Unfortunately there are no dimensioned floor plans. Please contact our caretaker for further information.

The room is usually handed over from Monday to Friday from 7.00 a.m. to 3.30 p.m. If the rental agreement starts on a Saturday, Sunday or a public holiday, the room cannot be handed over until the following working day. It is generally not possible to move in early, as the rooms are rented out until the last day of the previous month.

No. The rental agreement and the enrolment do not depend on each other. Provisions on the duration of the contract or the possibility of termination are stated in the rental agreement or in the general terms and conditions of rental.

The landlord must be informed of the loss of eligibility (e.g. exmatriculation) immediately in writing.

The maximum period of residence is currently limited to 8 semesters or 4 years. Under certain circumstances this may be extended.

Subletting ALWAYS requires the consent of the Studentenwerk Potsdam (see § 16 General Terms and Conditions of Rental)! It has to be applied for in writing and is limited to a maximum of two semesters. Only subtenants that meet the eligibility requirements according to the procurement directives of the Studentenwerk Potsdam (see LINK PROCUREMENT DIRECTIVE) shall be accepted.

Subletting is only possible while the main tenant is away for a semester / stay abroad or a mandatory internship! Illegal subletting and subletting with the intention to earn a profit (rent surcharge) ALWAYS leads to the termination of the rental relationship!

Questions about the application

Yes, but you need to authorise this person in writing. And you have to sign the rental agreement personally.

Applicants, who

  • work most of the time and have a regular income from gainful employment
  • are or will be a doctoral student, a doctoral candidate, a Ph.D. or a trainee at the prospective time of moving in or the requested move in date
  • have been given notice of termination in a previous rental relationship with the Studentenwerk Potsdam
  • have already lived in a residential hall of the Studentenwerk Potsdam up to the maximum duration
  • have liabilities from renting or other liabilities toward the Studentenwerk Potsdam

  • have completed a total of 10 or more university semesters and/or have reached the age of 30 at the time of application
  • have their principal place of residence in the catchment area of their university facilities and are able to reach the location of their university with public transport within 60 minutes
  • have been banned from entering the residential halls by the Studentenwerk Potsdam
  • are or have been living in one of the accommodations of the Studentenwerk Potsdam without a valid rental agreement or consent of the Studentenwerk Potsdam.

We need your certificate of admission or enrolment to process the online application.

Yes, if you

  • did not respond to our offer on time
  • are not eligible for residence
  • provided false information in your application.

The application expires at the end of the respective semester at the latest and has to be filed again, if you are still interested.

Generally your application is only valid during the semester, you have signed in for. If you want to pursue your application in the following semester/semesters, you have to apply again every semester.

Since many students are looking for an accommodation in the residential halls, the deadlines in our offers are restricted to a few days. If you do not respond within the time limit, we will rent out the accommodation to other students.

The total number of completed semesters is recorded here; no matter where you studied before.

The candidate number B tells you the semester as well as the specific position on the list. Here is an example: In the number "B 9 17 1234" the "9" refers to the winter semester ("3" would be the summer semester); the "17" stands for 2017 as the beginning of the winter semester.

1234 is your place on the list (i.e. you have applied as the 1234. prospective candidate). Relevant for the offer is not only the candidate number, but also the time at which the certificate of admission was sent.

You are welcome to send an email with the amended application date to the Studentenwerk Potsdam under wohnen[at]studentenwerk-potsdam.de. Please do not forget to provide your candidate number in the email.

Such an assignment is only possible if there are free capacities. Due to the very large demand this is very unlikely at the moment. In case this does apply, only short-term rental contracts can be concluded.

Yes. Please send us an email (with your candidate number) as soon as you have decided on an alternative - for the good of the other students. However, this is not possible once you have signed the rental agreement.

In general - yes. But we also offer rooms as “double rooms” or “rooms for couples”, where two people can live together.

How much is the deposit? (Kopie 59)

Currently a deposit of 300 Euros must be paid, for which we will make NO interest payments.

Yes, you may express your wish to share an apartment with a certain person in your online application. Chances are best for double rooms or rooms for couples. In shared accommodations this wish can only be taken into account if at least two rooms are free at the same time.

A single apartment is offered to two persons at a lower rent per person. The furnishing was adapted to two persons. (These rooms should not to be mixed up with a shared accommodation with two flatmates, where each tenant has a separate room).

Questions about the rental agreement

You sign the rental agreement at the office of your person responsible at the headquarters of the Studentenwerk. You receive information on the date and procedure by email. It is not possible to send the rental agreement by post or email.

No. Only single rooms, apartments or beds in double rooms are for rent.

About 14 days before the rental agreement ends, each tenant is obliged to have a preliminary appointment with the respective caretaker to inspect possible damages and to determine what the tenant has to do in terms of renovation until the accommodation is returned at the latest. 

The room/apartment must be returned in an orderly, re-rentable condition no later than 10 a.m. on the last working day before the end of the rental agreement.

No. The tenant is not entitled to balance claims by the landlord with the deposit during the rental relationship. This also applies to the rent for the last month!

The Studentenwerk balances the accounts with regard to the deposit 6 months after the end of the rental relationship at the latest. A positive balance of the deposit account will be transferred to the account specified by the tenant. We are trying to return undisputed deposits quickly.

With regard to all rental agreements concluded from October 2017 it is not possible to terminate the rental agreement during the semester. For long-term rental agreements (for example see download "Long-term rental agreement"), a notice can be given two months before the end of the semester to the end of the semester . For short-term rental agreements, the agreement automatically ends at the end of the semester and cannot be terminated. The same applies for double room rental agreements.

All unlimited rental agreements (for example see download "RENTAL AGREEMENT UNLIMITED” 8 semesters) that were concluded up to the end of September 2017 can be terminated with a notice period of 2 months to the end of the month. Time-limited rental agreements (for example see download “RENTAL AGREEMENT TIME_LIMITED" 1 semester) cannot be terminated and end automatically.

The respective rental agreement combined with the general terms and conditions of rental are generally applicable.

In all cases a notice of termination must be submitted to the Studentenwerk in writing with the signature of the tenant (see section 568 p. 1 of the German Civil Code - BGB). This can be done informally as well.

The Studentenwerk Potsdam may terminate the rental relationship, inter alia, if:

 

  • the rent is not paid or is not paid in time,
  • there is no proof of the eligibility for student housing (certificate of enrolment),
  • the rented premises are used contrary to the rental agreement
  • the rented premises have been illegally subleased,
  • the tenant repeatedly violates the house rules or the general terms and conditions of rental,
  • wrong information has been provided in the application,
  • the tenant breached fire regulations.

No. The rental agreement and the enrolment do not depend on each other. Provisions on the duration of the contract or the possibility of termination are stated in the rental agreement or in the general terms and conditions of rental.

The landlord must be informed of the loss of eligibility in writing immediately.

No. Subsequent letting primarily takes place at the beginning of the semester based on the list of candidates. Details have to be clarified with the respective person responsible.

Every tenant is obliged to provide a direct debit mandate. The monthly rent is due on the first day of the month. The Studentenwerk must receive the payment on the third day of the month at the latest.

  • Basic rent,
  • Heating costs, operational costs as well as electricity,
  • Furnishing with a bed, a wardrobe, a shelf, a table, a chair,
  • Basic equipment Sat-TV,
  • No internet!,
  • free use of the common rooms.

There are no additional charges on operational costs!

Yes, a short-term rental with a duration of at least one month and less than one semester (6 months) is possible. A monthly charge of 30 euros applies for all short-term leases.

The maximum period of residence is currently limited to 8 semesters or 4 years. Under certain circumstances this may be extended.

No, there is a maximum period of residence of 8 semesters or 4 years.

 

The maximum period of residence may be extended by 2 semesters at the most for resident tutors, members of the AStA/Stura and in hardship cases such as disabilities, lone parenthood or fatal illnesses (individual examination of the Studentenwerk at its own dutiful discretion).

 

The application for an extension has to be submitted in writing and must contain informative documentation. You can find details in the procurement directives.

Yes. According to the Reporting Act (Meldegesetz), every tenant is obliged to register at his/her competent registration office within two weeks after moving.

If no arrears towards the landlord have accumulated, you will receive the proof of rent payment certificate under regber[at]studentenwerk-potsdam.de or telephone 0331 3706 -232.

Questions about the living in the halls of residence

Subletting ALWAYS requires the consent of the Studentenwerk Potsdam (see § 16 General Terms and Conditions of Rental)! It has to be applied for in writing and is limited to a maximum of two semesters. Only subtenants that meet the eligibility requirements according to the procurement directives of the Studentenwerk Potsdam (Procurement directive) shall be accepted.

It is established case law that flatmates are considered to be visitors if they do not stay for more than 14 days within a period of 6 months (all visiting days are counted together).

In case of an extended visit, your visitor can live in your room for an additional monthly fee of 60 Euros after inspection and approval, provided that your visitor is enrolled as a student as well. For non-students this fee is 90 Euros.

No. It is not allowed to store or locate the furniture of the Studentenwerk somewhere else within and outside the residential halls. Therefore the caretaker will not be able to assist you in this matter.

It is not permitted to smoke in the staircases, hallways, common rooms and shared kitchens as well as in the sanitary facilities. The respective tenant will be charged for damages caused by smoking within the room / apartment.

For reasons of hygiene and the protection of animals it is not allowed to keep pets in residence halls. Exceptions are made for small animals such as birds, hamster, ornamental fish, etc., which have to be kept appropriately.

All parking spaces that belong to the Studentenwerk Potsdam may only be used by tenants and guests of the respective hall of residence. The parking spaces in the Breite Straße are an exception. These are resident parking areas, which are managed by the city of Potsdam. The necessary parking permit can be applied for and obtained during the registration of your primary or secondary residence.

No! There are washing machines and dryers in the cellar almost every hall of residence, which can be used for a fee.

 

 

Costs:

One load of wash costs 2.50 €, one load of drying 2.00 €; instead of cash you pay with your student card (PUCK card).

Important notice:

Please remove your laundry immediately after each washing or drying cycle. Your dormitory mates will thank you.

Please consider the rest periods of the residential halls. Do not wash or dry your clothes between 22:00 and 06:00.

Guest washing cards:

Guests and other residents of the residential halls are eligible for "guest washing cards".

These cards can be picked up at the cash register during the office hours. For this we ask for a deposit of 10.00 €. Please bring along the student ID or proof of residence in the housing estate (eg. sublease contract). The revaluation of the "guest washing card" is possible at the cash registers of the refectories / cafeterias as well as at other terminals of the different university campuses.

Washing machine and dryer problems:

If you notice any disturbances, please contact the hotline of the company "Schneidereit": 0212-7000 0 (Mon-Fri from 8 a.m. - 4 p.m.). Please always report problems to the company "Schneidereit", as otherwise incorrect bookings can not be regulated. Avoiding common operating errors:

  • Please follow the instructions attached to the walls.
  • Please clean the lint filter in the drying door after each drying.
  • Closing of the washer door: Please press down the door of the washing machine until the mechanism clicks into place.
  • Do not use your own detergent / fabric softener. These are already includeed with each load.
  • Avoid overcharging the washing machines and dryers (please note the MARK!)
  • Do not wash duvets, pillows, curtains or carpets! This destroys the devices - repair costs will have to be covered by the person responsible.
  • Be sure to avoid tearing off the detergent compartment and forcibly opening the door of the washing machine. Damage caused by vandalism, manipulation and property damage will be prosecuted and charged! Your lease will also be terminated.

 

 

No. Due to structural factors and administrative requirements it is not possible for the Studentenwerk to provide WLAN. An internet connection can only be provided by the respective university service provider (e.g. ZIM of the University of Potsdam) in a separate contract based on the existing LAN connections. Also it is not possible to feed-in other services (e.g., cable TV etc.) due to the limited capacities.

Noise must not be audible between 1.00 p.m. and 3 p.m. and between 10.00 p.m. and 6.00 a.m. In general, any disturbance should be avoided.

All flatmates are equally in charge of cleaning and tidying up and can be held responsible for non-compliance. We recommend to introduce cleaning plans. You are welcome to download our cleaning plans (German, English).

The landlord or the caretaker must be informed on the vermin infestation immediately to prevent further spread with appropriate means.

First, please search everywhere for the key. Then the loss must be reported to the landlord / caretaker immediately in writing with an indication of the reason. The tenant must bear additional costs for the replacements or for cylinder changes.

For spare keys a written request must always be sent to the person responsible under indication of the reason. Only if there is an important reason (e.g. in cases of child care, disabilities or need for long-term care after a disease) a second key can be made available.

Open fires are generally prohibited in building complexes! But it is possible to have a barbecue in the designated areas after the caretaker was informed and if the fire regulations are observed. It is prohibited to have barbecues on balconies, pergolas, landings etc.

The tenants have to take care of the payment of broadcast license fees or the liberation of this obligation themselves.

Students who receive BAföG and do not live with their parents can be exempted from the broadcasting fee.

Other questions

No. The Studentenwerk Potsdam is neither willing nor obliged to participate (see section 20 p. 5 AMB).

No. For reasons of data protection is not permitted to disclose data of third parties (including names of flatmates etc.)

Yes. The Studentenwerk is not liable for damages, which are caused to the property of the residents, not even if they are caused by building defects, e.g. a water pipe leakage. We therefore advise you to take out a household insurance.

It has proved to be useful to also take out a private liability insurance, which covers damages you negligently caused to third parties. In both cases you should check whether you are included in your parents insurances.
